It was known that they won't fix anything/add anything new to game/etc since day one when special edition was revealed. Skyrim Special Edition Patch made by Arthmoor if you don't want to encounter the same bugs that were in original Skyrim. The patch is already out and available for download on Nexus and Bethesda websites. You might not.

Well if that's the case then I dunno that when I try and install the game it starts downloading the whole content (which takes a couple of hours)... maybe some master files were changed and require a re-download? I don't know. But it certainly is not using my DVD.... :S It seems a waste of bandwidth and poor programming to first try online download and if not available you can manually tell steam to install from DVD instead. But perhaps that's just me. However in the guide you link from Bethesda it does say on multiple occassions that when installed from DVD the game has to be activated on Steam and all the required patches must be downloaded. It does not specify how big these files are...

Next time reinstalling Skyrim (if ever) I will certainly try to circumvent Steam, I'd love to know as well if this is actually possible. It feels weird to have physical media without the actual playable content on it. But I guess that's today's world full with DRM and whatnot.
I agree that the default behavior of automatically downloading is a waste of bandwidth and poor programming, but it seems that we're stuck with it.
As I pointed out to TonyTitan, please note that the Bethesda posts were written 11 November 2011, back when updates were expected, the DLC hadn't even been announced yet, and users could be expected to have to download bug fixes and DLC. There was no way to know at that time how big the downloadable files would be. And even if they updated the info today, they probably wouldn't include info like file sizes, because that info is subject to change.

If you do have to reinstall, I wish you luck with installing from the DVD. I only have the electronic version, so when I have to reinstall, all I can do is wait.
